    I concur that I have both the Intel and M1 laptops and parallels 19 tools does not work with fedora 38 (no folder sharing, cut-and-paste, etc).

    I think Parallels support for Linux has gone to sh$*. I run parallels on macOS (x86_64). Parallel Tools for Fedora 38 is broken, doesn't install, and I've given the log file and service support has no clue what to do with it (hint: give it to the development team).     my guess is the author of this code was careless and failed to remove 'rc' which is causing the issue.
