I had the same problem, the solution in post #4 above did not work, but the one in post #5 (unchecking smooth scrolling) did work. In this case the issue was twitchy *scrolling*, not hypersensitive pointer movement. BTW mouse pointer speed is not apparently affected by the Control Panel mouse...
