No Problem. :) I also use the german version and it doesn't seem to affect all users, may really be language specific. I think this issue started with Parallels 9 build 23136 if I remember correctly.
I have exactly the same issue. I'm also on OSX 10.9 and the VM is Windows 8.1. The suggested "work around" does its job, but I really need the active screen corners. The update to 9.0.23140 today didn't help. So a way to solve this annoying issue would be nice.
