I'm having precisely this same problem with the same build of Parallels 3. Have tried reinstalling and repairing permissions multiple times each....
If you want change modes so the default is "normal" function keys (and you have to press fn+key to use the special function), there's a setting...
has this been fixed? What is the status of this issue? I think I'm running into it too, using build 5160.
