No. It is forbidden to add TPM to Bootcamp VM. Imagine if Windows 11 won't start without TPM at all. I guess it won't boot into native Bootcamp...
Most likely your VM is not using UEFI BIOS. Run 'msinfo32', for example, and look for BIOS mode.
Try to remove/re-add TPM to VM configuration.
