The extension does not appear even after the plug-in is already running. The Windows Application folder in the Dock turns into a question mark (?) icon every time the Dock's position changes on a multi-monitor setup. When clicking the Windows Application folder in the Dock, the menu (stack) does not appear. It only reappears after changing the sorting (order). It also does not appear on initial launch. If the Parallels menu disappears from the menu bar, all (related features) also fail to appear."

It looks like you're encountering two separate problems on your Mac with macOS Tahoe on an M3 machine while using Parallels:
1️⃣ Your Safari extension disappears even when enabled.
2️⃣ Your Windows apps in the Dock behave oddly on multi‑monitor setups (showing a "?" icon and menus not appearing correctly).

These kinds of integration quirks are commonly seen right after major macOS updates like Tahoe -- especially on M‑series Macs -- because Parallels needs to update its host support and Parallels Tools to match the new OS behavior. Other users have reported similar glitches with macOS Tahoe and Parallels integration (menus, icons, shared features, etc.).

A few things to try / check:
Update Parallels Desktop to the latest release (Parallels 26.x or newer) -- many Tahoe‑related fixes are rolled into recent versions.
✅ Make sure Parallels Tools is fully installed and up to date in your VMs -- reinstall it from Actions > Reinstall Parallels Tools inside the running VM.
✅ If the Safari extension still won't appear, check macOS System Settings > Extensions > Safari Extensions to make sure Parallels/related permissions are enabled and allowed.
✅ For the multi‑monitor Dock behavior, try resetting the Dock (e.g., in Terminal: defaults delete com.apple.dock; killall Dock) after you reposition monitors and restart Parallels.
✅ Consider rebooting both macOS and the Parallels VM after updates -- sometimes UI integration glitches persist until a full restart.

If the issues persist, reporting them with screenshots and a technical report to Parallels Support can help get them prioritized, since Tahoe + Parallels integration is still being refined.
