Make sure that you have "get the newest updates" toggled on in the Windows Update settings. (It's possible that the toggle is not available on your old build.)
In theory, yes. But I wasn't able to get either 22H2 or 23H2 without forcing the update.
My VM is up to 23H2 (and Parallels is the current most updated version). I cannot get it to go to 24H2. I have tried the "registry edits" from another post. I have tried the "permissions" suggestion (I think that is what it was called) and that didn't work either. (1) will Brandon's solution of using a new ISO work to go from 23H2 to 24H2 and (2) is the upgrade from 23H2 to 24H2 worth the effort as my 23H2 runs perfectly and runs whatever I need Windows 11 to run (aside from various DirectX 12 games). My system was stuck on on 22H2, using this method I was able to bring it up to 24H2. The fix was basically effortless and it means that Windows can continue to receive the security updates that were stalled by being on an outdated build. I did a backup before the update, but the new system installed on top of the existing one with no noticeable issues.
I just spent some time with your instructions. Went easier than I thought when I first read them, and didn't take all that long (though I did go out for a bit of it LOL). After the VM finished I only had to update the Parallels tools (funny how some updates Parallels will automatically update Parallels Tools and some it will require to do it manually) and everything seems great. (Now just have to wait for Parallels to fix their Direct X 12 issues and wait to see what happens the next time Microsoft releases their next "feature update".)

here is a much easier solution that worked for me. 1st, stop your windows 11 install. don't delete it. create a new install and pick download from Microsoft. Getting an arm image from other sources usually fails to install. after the download finishes, and the automatic install starts, an iso image should have appeared in your downloads folder. pause the install by closing the windows in parallels window then copy this image to another location before parallels tries to delete it. then abort the install and the vm should automatically be deleted, you can abort by right clicking the second windows 11 install in your vm list.

So, I get as far as downloading the iso and aborting the Parallels installation, it downloads a file to the downloads folder called "26100.2033.241004-2336.ge_release_svc_refresh_CLIENTCONSUMER_RET_A64FRE_en-us"
