Windows 10 arm64 .vhdx (build 21354) doesn't work on Apple M1 chip

Hi everyone.
I downloaded Windows 10 insider preview .vhdx virtual machine from MS official site.
When I'm trying to open it in Parallels Desktop 16.3.3 - creation of VM stops immediately and I see screen "Name and location" again.
Why Parallels desktop can't read .vhdx on Mac M1?
 
My 16.3.3 is technical preview for Macs with M1 chip, so I think it's fully compatible with Win10ARM.
16.5.0 also doesnt't read .vhdx image with Win10 ARM
Is there any log files of Parallels Desktop program???
