Monitoring Parallels from macOS

I often recently had the situation where the Windows 10 guest got to run very slow and the whole system started to go down to its knees.
How can I find out best which process is eating up resources? Windows procexp is no option since WIndows does not respond any longer.
For instance it got me half an hour to restart windows and after that the WIndows guest is still running very slow.

WHen I try to start task manager from the task bar (right click), nothing happens and the idle color ball appears.
 
To add a datapoint: When I try to shut down WIndows through the action menu (shutdown), nothing happens. Trying to switch it off through the control centerresults in the idler icon turn for minutes and still tries to shutdown. I'll post later if it ever ends the shutdown process.
