Im looking at purchasing a new MAC.. My question is if i was to download parallele to run windows.. Could i operate my flight simulator and its hardware .( such as yoke and rudder pedals and other controles) which is all connected via usb plugs

Yes, USB devices can be directly connected to VMs, this means they will appear to Windows and controlled as they would in a 'physical' Windows PC.
