cannot install Microsoft Project Professional 2013

Bought the official DVD of Microsoft Project Professional 2013 (for students and faculty) Part no H30-03879
tried to install the software under P9 running Windows 7 in VM by clicking setup.exe
the response:
Error; the system cannot find the file specified
is installation of other officie components necessary? (I didn't install office under windows 7)
how to proceed?

I am also trying to install Microsoft Project 2013 on my desktop and get an error message stating "missing module".
This is a program my school has provided in support of my Project Management class and I do need it.
I currently have Window's 8.1, its 64 bit, and I have Microsoft Office 2016 already installed.
Not sure why this is not installing?
I generally don't have these problems.

I just installed Project on my laptop yesterday with no problem.

Can you please offer some advice?

Please let us know the version of Parallels Desktop and macOS currently running.
Please share a screenshot of the exact error message to investigate further.
