Won't activate

Good afternoon all, Please pardon my frustration.
I purchased a year of Parallels, and likewise purchased a copy of Windows 11 Pro from the Microsoft Store. The receipt is attached with the order number redacted.
Windows 11 refuses to activate. I spent a lot of time with Microsoft support to no avail, they said they would get back with me after looking something up, but never did - they just gave up.
Anyone have a similar issue and found a way to activate?
The W11 Pro copy has never been on any other computer if that means anything.
I'm at the point where I'm just ready to give up on this, after all, if I purchase another copy, I might as well just buy a W11 machine, and write the several hundred dollars as an expensive lesson.
