Windows 11 activation fails after reinstall

I had to reinstall MacOs so I had to reinstall parallels and windows. Previously I manage to activate windows 11 with my old windows 7 code and with I have new hardware. It just works.
Now , after the reinstall, I have different errors.
- This product can't be activate (error 0x800 etc)
- the server is busy, try later
- go to Microsoft Store and buy a new license
I go to my microsoft account and remove the previously device (parallels machine too) thinking that I have a problem with the number of the device. It didn't work.
I call the Microsoft Support (after going around their support site for a while) and they doesn't support windows 11 arm on parallels and "you have to talk with parallels". So here I am.

Is there any way to unblock this situation? Any tricks or any method to activate my product?
