so just normal windows 10 installed with the latest version of parallels on a Mac Pro cylinder but only running at a Max of 10% cpu usage! how do I fix this!? Please help?

I don't like to work with 10. Wish I were known about all the features of this system before I installed it. For example, where I started working for https://help.plagtracker.com/ I knew what they do for this world, and, also, I read testimonials of real clients to make my decision. Well, paper editing is not the same. Thanks, you helped me.
