I run 3 windows virtual machines. Windows 10 plus two linked clones.

Everything is good, each VM has it's own desktop space and I swipe between them.

They are all set to load "same as last time".

When I boot up and resume my machines, they all group together on one screen, each in a tab of their own.

This is unbelievably infuriating and another huge waste of time as I spend hours and hours trying to figure out how the heck to turn this off.

Hello, are you using your VM in the full screen mode?

Yes. Three full screen desktop spaces, which once suspended, resume in a single screen with tabs!

Did you tick "Use all display in full screen" in VM configurations?
