My recommendation: In the VM configuration, turn OFF "smooth scrolling" in Actions->Configure->Mouse/Keyboard. Then, in Windows Control Panel, set Advanced Mouse Properties->Wheel->"number of lines at a time" to 1. This will give you something that feels about the same for trackpad scrolling as VS Code in macOS feels, etc.
