"The Previous activation key has not been accepted by the licence server"

I reformatted and downgraded my 2019 imac intel core i9. When doing clean install of my programs and applications. I was unable to get my parallels 17 activated due to the following message " "The Previous activation key has not been accepted by the licence server". Can this be reset so I am able to use my parallels.
