Tahoe 26.4 VM not installing successfully under Sequoia 15.7.5, Xcode 26.3

    I am running Parallels 26.3.0 on an M1 MBA. In the past, I have been able to download a Tahoe image from the Apple developer site and create a Tahoe VM on Parallels while running Sequoia 15.7.5.
    Just downloaded the Tahoe 26.4 image, but a machine created on my machine does not run - flashes black and then quits.
    I have installed Xcode 26.3, which is the last version that runs on Sequoia - 26.4 is Tahoe-only.
    Thoughts?
