Scroll Speed / Two-Finger Trackpad / Scroll Wheel on Windows 11 is inconsistent (too fast or slow)

    So I'm running multiple instances of Windows 11. In one instance, when I use the macOS two-finger scroll trackpad gesture to scroll text in an application, it is slow and laggy. Like, I might move my fingers, and then for a few seconds after I'll watch a text pane jitter here and there trying to scroll in the direction chosen before it stops and I can interact again. This instance of Windows 11 is up to date.

    I have another instance that is locked on Windows 11 21H2, the last update from October 2024, and an application in that one has text panes where if I use the two finger gesture to scroll the texts scrolls like lightning... it's hard to not go too far.

    So in both cases, the two-finger scroll gesture is nearly unusable.

    I don't have any good options from within Windows to control the speed. I've already selected 1 line at a time in the settings for the scroll wheel--if Parallels is indeed emulating the scroll wheel.

    What else can I do to try to remedy this? I'm on the latest Parallels 20. This happens when the VMs are cloned to different computers as well.
