Scale in display settings keeps changing.

    Mac mini 4 with 4k external monitor connected with usb c.
    Resolution in windows set to 3840*2160 and setting set to keep ratio. That is fine and doesn't change.
    The problem is the scale setting will change if Mac restarts or after sleeps. The scale setting is set to 125% and looks fine.
    Any other setting to prevent the scale setting from changing?
