Is there anyway to start-up parallels at boot, with no user logged on?

    No...

But you can set a user to auto-log in, then set Parallels to auto-start when that user logs in.

If you need security, set the screensaver to autostart on login (with a password) with an applescript.

Force quit while Parallels is starting would break that security. If security is required, bootcamp might be better, but security against someone who has his or her hands on the hardware is like a lock on a door -- it will keep honest people out.
