Minutes ago I had a power surge and it knocked my computer out
while I was working within Parallels.

I have since rebooted the computer and attempted to re-open Parallels
    but I get this message:

Unable to allocate virtual machine memory!

This error may occur mostly if there is no enough free disk space available on the physical disk to allocate virtual machine paging file. Try to clean up the physical disk (remove unnecessary files). If it doesn't help, try to re-install Parallels Desktop.

I reinstalled Parallels 3170. I still get the same error message.

I don't want to completely reinstall Parallels and as a result lose all my
programs and settings that I set up under Windows Vista.

I think I lost my virtual hard drive and its contents.

Fortunately, my entire hard drive is backed up to an external drive.

What Files ONLY RELATED TO PARALLELS AND WINDOWS VISTA (not the
Mac OS X) do I need to copy from the external drive to my computer drive to
successfully restore Parallels back to its state just before the crash?

Please be specific about where the files are located (what directory) on
my backup drive and where exactly (what directory) I need to restore them on
    my Mac drive.

In advance, I thank you so very much!

Just restore your VM. Find the .pvs file on your backup drive, and restore that folder to the same place on your active drive. I can't be more specific without knowing where you installed the VM, and anyway, that should be enough information for you to solve the problem.

You might try this AFTER you install a UPS.
