prl_cc.exe no loading at startup

In another post someone connected copy/paste problems with prl_cc.exe. I noticed that prl_cc.exe is not in my Virtual XP Task Manager. So I added a shortcut to that file to my startup folder. Now I have the copy/paste functions again. But I assume this .exe file is supposed to load in some other way. What do I need to do so it loads properly? Or does it not matter and I can leave this alone.
