plesk panel dont start

Hi.
I installed parallels plesk panel 9.3 on windows server 2003 64bit.
Installation finished successfully.
All plesk services started exception panel service.
In windows services when i start plesk panel service it gets this message:
the paralles plesk pannel service service on local computer started and then stopped.
Some services stop automatically if they have no work to do,
for example,the Performance logs and Alert service.
please help me.

Maybe the problem is here that in IIS isnt control panel website
and sitebuilder website is there.I didnt select sitebuilder installation.
