Performance issues running Windows under Parallels 12

I just upgraded to P12 running Windows 7. I am running on a MBP under the latest OS X (El Capitan 10.11.6), i7 2.3 with 8GB.
I have given Windows the priority under the config options, setting all to the highest performance options. Running the max of 4 cores and 4mb ram.
It is so slow and I am lost on what to do. My MBP runs great under OS X.

Any thoughts? Suggestions? Thanks in advance.
