Parallels changes keyboard language all the time

I am running Parallels 9 with Windows 7 Ultimate and OSX Mavericks. I have the whole system in English but with a Norwegian layout keyboard. Every time I open a programme in Parallels it changes the language to English and I have to change it straight back. I saw a "cure" for this somewhere in the forum which involved altering the KeyboardSync Value to 0 but unfortunately this had no effect. Does anybody have a solution to this very infuriating problem?
