Page down key/down arrow - making them separate

    I am running XP 2002 on my MacBook Pro.

    I am running a windows program that requires that I use the "page down" key and the "down arrow" key independently. On the Mac keyboard they are the same key. Can I define them separately?

    I will actually need to enter the following key combinations:
    [control-pg dn] ; [alt -pg dn] ; [control - down arrow]

    Please help if anyone has an idea -
