I have Parallels on one Mac. I wish to move it to a different Mac. I understand that the registration procedure won't allow the same license on two Macs, so I need to move my registration from the first to the second. What is the procedure for that?

Do I simply install and register on the second Mac and it will replace the first one, or will the second attempt fail because of the first one? If so, will running the uninstall procedure on the first, before trying to install on the second, solve that?

Install Parallels Desktop, and register it on new Mac, uninstall it from old Mac,
Just make sure that you do not run Parallels Desktop on old Mac when you register on new one

Can I use the same activation key if I want to run parallels on the same computer, but on two different user accounts?

Yes, Parallels Desktop can be used on one computer with any number of users
