I'm trying to migrate a Parallels VM (Win 7) from an iMac to a Macbook Air. While the "actual" PVM file size is 90GB, the Expanding Disk size is set to 300GB, however the Macbook Air Flash storage is only 256GB. Can I Migrate with the Expanding Disk size set to 300GB (larger than the 256GB flash storage) and then resize once its on the MacAir? Will it actually operate fine without resizing as long as the actual PVM size is less than the available space on the Host (256GB)?

You can, shouldn't be a problem.
