Migrate from Hard Drive mounted as USB external on MBPro

I have two old windows pc that I would like to create virtual machines, one is not working, but I have the hard drive as a working external hard drive.

One computer is Windows XP Pro, the other is Windows 2003 SBserver.

Can I use the software I have to create a virtual machine from the external drive?

Do I need to purchase the transporter from the app store to do what I need?

Can the transporter create a virtual machine from the hard drive, or do I need access to the actual computer to run the transporter (I know the original Mac Address)?

You ned to connect the hard drive to running PC in order to transport it to the virtual machine.
