A theme consists of bitmaps (which may display graphics or imprints) and/or string resources (which in turn are pure unicode text). Both can contain any language the theme designer is capable to write down.
The MacLook theme is part of the Parallels tools. To provide a proper localization would be as easy as putting a German localized theme into the German localized Parallels distribution, putting an English theme into the English distribution, a Swahili theme into the… you get the picture?
Even if there's the need for having multiple languages in each Parallels tools installation (e. g. for testing on foreign language Windows versions), it'd be a no-brainer to embed those as sub-styles as already done for the XP/Vista/Win 7 flavors.
None of these techniques do rely on the language of the theme building application at all. In fact, you could design an English theme on a Swahili theme builder.
I highly doubt that you ever took a single look into theme development. Most certainly, you're only into forcing up your post count.
