Installing Sierra from a bootable USB thumb-drive never ends.

    When I use the `File` > `New` "Parallels Wizard" to install macOS Sierra, I direct the wizard to install from a bootable USB thumb-drive on which I have Sierra installed, the Sierra installer seems to be running successfully but it never ends. The installer says it should take "about 15 minutes" but does not complete even after hours.

    The bootable installer for Sierra was produced according to Apple's instructions, Create a bootable installer for macOS. This thumb-drive installer worked successfully to install a real hardware-based Mac, so I know the problem lies with Parallels.

    I have tried this with multiple versions of Parallels, and all failed. Tried again with the current version, Version 12.1.0 (41489), failed again.
