I ran into the same road block, I was testing deployment packages for System Image Utility so it's not like I was being sneaky. I just didn't want an extra Mac for no reason. I found a way around the message, however I'm sure the Parallels team would object to me posting it. Not that I'm agreeing or disagreeing with your point, but you should consider that perhaps Apple's licensing specifies that if software allows virtualization of Mac OS X Server that it must also explicitly disallow virtualization of Mac OS X "Desktop".
