How to do a Manual Install of Parallels Tools

I just updated my installation of Parallels to the latest build v5.9310.

After Parallels boots into Windows 7 Professional it downloads the installer for Parallel Tools but is unable to open it. The error message I get is "The Installation package could not be opened. Verify that the package exists & that you can access it or contact the application vendor to verify that this is a valid Windows Installer package."

When I close it goes into a circular loop of rebooting Windows with the same results.

At some point in the process it gives me the suggestion to manually install the Tools. How do I manually install Parallel Tools and where do I find the appropriate file?

I just installed Windows 8 within Parallels and I am trying to install Office 2013 for testing and I get the same error?
