I'm using a MacBook Pro and Windows XP in Parallels DT 3188. The Windows XP VM seems to be hung at Starting Windows....

Dammit! Something must be mucked up inside Windows. I knew something was wrong when I couldn't start the Firewall Services in Windows. I'd like to try to start it in Safe Mode, but I don't know how to activate it in Parallels. I think you normally need to press F8 while booting in a regular Windows machine, but I only seem to be able to make OSX keypresses. I'm thoroughly locked out of Windows as it is. Is there a way to make a Windows keypress while it is booting? At this rate, I'll have to recreate my Windows VM from scratch. Anyone have any ideas?

Well, you still need to press the same F8 during early stages of the XP startup. And you can simply do that by pressing F8 on your Mac keyboard (if you don't have this key mapped to the Expose functions) or using the Fn + F8 instead.
I hope i understood your question right.
