For Windows 8.1 Start screen, how do you turn on the 'scroll down' to show all apps?

I just installed a second version of Windows 8.1. On my first version, I can use the Windows key to bring up the Start screen and then use my mouse or track pad to scroll down and show all the other installed apps. On this new install I can't figure out if there's a setting in Parallels or Windows to turn this function on. I think I have all my settings from install 1 set the same on install 2. I can definitely use scroll in install 2 and haven't found any other instance where it's not working properly.
