File download problem

I just started using sitebuilder 4.5 for window, it is being subscribed from my webhosting company.

Question 1: I added file download module and uploaded a file, when I clicked publish, I received the following warning: "The site cannot be published to the specified location. Cannot publish site because the publishing location status is 'Static only'. If you want to publish anyway, please remove all modules from your site. Details:ASP.NET is not installed or is configured incorrectly".

Question 2: How do I upload some files and insert hyperlinks in a site page to the files? There doesn't seem to have a location to upload files and generate a URL for linking or a button on the page editor to allow insert files, only images
