Eligibility for permanent license upgrade from legacy PD 14 to current version.

I hope this message finds you well.
I own an active permanent (one-time purchase) legacy license for Parallels Desktop 14. I would like to purchase a permanent upgrade key to use the current latest version of Parallels Desktop.

I have the following questions:

Am I eligible for the discounted permanent upgrade pricing from my Parallels Desktop 14 license to the current version?

After I purchase the new upgrade key, will my existing Parallels Desktop 14 license key stop working? Or will it remain fully usable so I can still run version 14 if needed?The reason this is important to me is that I plan to buy the upgrade key first (while still on my current macOS), and only after that upgrade my MacBook Pro to macOS Ventura. I want to make sure I don't lose access to version 14 during this process.
I would also like to change the region in my Parallels account to Kazakhstan before buying an upgrade key. Are there any possible issues with doing this (for example, with license activation)?
