I no longer have access to the Mac's the licenses are on, they've been wiped. You would think you should be able to deactivate a license from the portal..? Error says I've reached Activation Limit on both Parallels 16 and 17. Need them both reset. Please help, thank you.

Perfect, thank you! I was able to activate my 17 license. Tried my 16 license on my other MacBook but it still doesn't work. Is that because I upgraded? Can't use both licenses?
