Can not set nvram boot-args neither in recovery mode nor normal boot with sip closed

    I want to modify the boot-args to develop kernel ， But I can't set boot-args neither in recovery mode nor normal boot with sip closed.
    Code:
    test@macos ~ % csrutil status

test@macos ~ % sudo nvram boot-args=""
