I have a 10.5 " iPad Pro currently running iOS 11.0.1 and Access 3.2.1. I am unable to add apps to the App Launcher screen because the "Add" screen has no "Cancel" or "Done" controls. I haven't had much luck with Parallels support, but was wondering if anyone else had seen the problem or if it is unique to my iPad.

Parallels has confirmed that it is a bug that will be fixed in a future release.

FYI, there's a workaround if you have an iPhone. You can install Access on the iPhone and add the apps from there. They will appear on the iPad. The problem (as far as I know) affects only the iPad with iOS 11.

Just had an email from support:
We've received an update from Development Team.
Actually, button to operate with Add windows are still there and somehow they're hidden.
Tap on top-left corner of the dialog will work as Cancel, top-right - as Done.
So next time you encounter such an issue, use top left corner of windows to close Add dialog window
I tried it, and it does work.
