Another "The previous activation key has not been accepted by the license server." issue

Hello,
I have a PD 17 permanent license but I can't activate my app after reinstalling my system. I was prompted "The previous activation key has not been accepted by the license server." when I enter both the permanent license and the upgrade key. Could someone help me?
