Activation Parallels Desktop 14 Permanent License

I have a permancent license of Parallels Desktop 13 and another one for 14; after changing to another old iMac of 2013 (with Mac El Capitan) V13 could be activated, but V14 didn't - tells that activation limit ist reached. What can I do to make it work? The system of the mac with the former installation ist broken, can't deinstall anything there, just format the whole SSD.
