Solved this buy making another copy of my windows XP folder, and didn't change config to Vista manually.. then menu was available.
Actions->Prepare Windows Vista Upgrade is missing from the menu... I reinstalled 3170 and saw it briefly, then after I had shutdown any OS's it...
