Late '09 iMac running High Sierra. Trying to create Ventura VM. Constantly fails with numerous attempts.

Should this be possible, at least in theory?

Have installed 17.1.7. (appropriate for this older iMac). macOS image file.iso created by program from current Install macOS Ventura.app. MacOS restarts numerous times, as expected, but after giving it ~1 1/2 hours, got notice along the lines of no mac bootable installer present.

EDIT: tried once again, with no success. macOS has been restarting now for almost an hour and a half - AGAIN. This is after converting VenturaInstall Assistant.pkg to ISO from command line.
