Probably not a Parallels, but rather a more general issue: but so far it has happened in all distros with KDE, when virtualized on Apple Silicon (while on x86_64 it works regularly)...
Workaround... Edit the Discover application in the app launcher, adding this before the %F as an argument: --backends packagekit-backend Now, the question is why one has to do this manually, on Arm64/AArch64...?
