Parallels 19.1.1 Breaks Shared Networking When Connected to Cisco AnyConnect VPN on macOS Host. When macOS host is connected to VPN, macOS guest cannot connect to any network or internet resource. Downgraded back to 19.1.0 and guest is once again able to connect to network and internet resources when host VPN is connected.
Well, it worked for a half day on 19.1.0, now no internet/network again. Shared network not getting an IP address in the macOS guest.
Figured out somewhat of a workaround: Cisco AnyConnect VPN connection has to be established BEFORE you even open Parallels Control Center. If you lose/close VPN connection with Parallels still open, then reconnect to VPN at any point, it will not work - you have to stop running VM's and close Parallels, reconnect to VPN, then reopen Parallels and restart your VM.

Upgraded back to 19.1.1 and the issue returned, where I cannot even close Parallels, connect to VPN, then reopen Parallels to make it work. Guess I have to go back to 19.1.0 to have a workaround again. Technical Report is 445214265
Facing the same Issue here, but Im not using Cisco, but ExpressVPN. When Im not connect with any VPN on host, MacOS guest on Parallels works just fine, but when I connect, it lost connection.
