Hi. You can reinstall parallel tools, if you run the vm and click "actions>reinstall parallel tools". Then the normal option for inserted DVDs opens and you can choose whether you want to display the files. Here you can select the setup.exe of the Parallel Tools. A little bit complicated, but doable.
Okay, I also had to google-search to find this way ....

I have the same problem. I am running 19.4.0 on a silicon Mac. My vms are also macOS... but I don't think that's relevant. Copy/Paste stops working almost daily. I can't tell if it's just a result of Suspending or if it's just a matter of time. Reinstalling Parallels Tools fixes it for me each time... but requires a Windows Restart which is painful because of all of the active work I sustain, which is the whole point on my vms.

I ran a new update I found this morning for 19.4.1, and oddly after resuming one of my vms, it automatically installed Parallels Tools again. Not sure why. I'll check back if this patch fixes the copy/paste issue.

(... I said in my post I have to restart Windows... but I meant I have to restart the MacOS vm. I'm not running Windows)

After fighting with this problem for 2 days I found a solution that worked for me. I re-installed Parallels Toolbox not by clicking on Actions > Reinstall Parallels Toolbox. However, I went to the File Explorer > DVD Drive (D:\) Parallels Tools, opened it and run the PTAgent Application as Administrator. This has finally properly re-installed Toolbox and fixed all problems that I had which were:
    - no copy/pasting
    - bad display resolution
    - time not in sync

I cant believe how many times I've reinstalled the parallel tools, restarted windows, reconfigured everything in this thread and nothing works. Been dealing with this for over a year. And stupidly I keep on trying to get parallels to work. I've read about every single article here.
    Settings:
Windows VM configuration: Options > More Options > Bidirectional.
I've reinstalled parallels tools so many times and in different ways, thru the tools menu, by running as Admin, etc.
    NOTHING WORKS

    Hello,
Please note that you have submitted a technical report only, but have not opened support case, which is why it has not been listed under your submitted ticket list.

Additionally, as per the technical report provided, it seems that Parallels Tools is not running correctly on the guest Windows 11 virtual machine.
As a possible solution, to reinstall Parallels Tools manually, kindly follow the below steps:
    1. Disable Antivirus (Windows Security):
1.1. Open Settings → Privacy & Security → Windows Security.
1.2. Click Virus & threat protection → Manage settings.
    1.3. Toggle off Real-time protection.
    2. Uninstall the current Parallels Tools by doing the following steps: From the Start Menu > Settings > System > Apps & Features > Find Parallels Tools in the entry list > Uninstall.
    3. Right-click the virtual machine icon in Dock > Actions > Reinstall (Update) Parallels Tools.
Kindly refer to this article for more information.
    4. Restart your Windows 11 virtual machine: Actions > Restart.
    5. Verify if the issue is still present ?

If the issue still persists, kindly reproduce the issue with Parallels Desktop 20.2.2 and collect an additional technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and provide us with the report's 9-digit ID in reply to this post.

To obtain a quicker and timely response from the support team, for future reference, in order to obtain phone/chat support, kindly follow the below steps:
    1. Sign in to your Parallels account using the link.
Make sure your Parallels Desktop license is registered.
    2. Go to the Support page.
    3. Select your product and the category of your question.
Enter a short issue description or key words into the search box.
    4. If you don't find the solution you are looking for, click "Request Support" and proceed to the Support contact options.
Kindly refer to this article for more information.
    Thank you.

Earlier it was requested a 'Technical Report' and mentioned nothing of a support case. Please see message #30 link.
    #30
    I'll try the 're-install'.

Also, you may need to add in your instructions to make sure to back up your VM or take a snapshot.
Please take a look at the report and suggest how to fix issue.
