this works only in Mac OS, but not in Windows running in a VM (Parallels 19)

Have you checked the Windows 11 settings? Go to Settings in Windows 11 and search for Keyboard. You can select Country or Region there.

    Hello Guido,

Thank you for reaching out to us.

We suspect the Keyboard format might be incorrect with your Mac native keyboard layout. To change the windows format, please perform below steps:

    On Windows:
    1. Click on Windows Start icon > Select Setting.
    2. Once in settings window, Click on Time & language > Language & Region.
    3. Under Preferred language > You will find your preferred language that has been set on your Virtual machine.
    4. Next to your preferred language > Click on the 3 dots and Select on language option.
    5. Under keyboards> Click "Add a keyboard" to add one keyboard layout of your choice.
    6. Ensure to select the keyboard with (Apple)-Parallels label only.
You may refer to this Knowledge Base for further guidance: https://kb.parallels.com/en/111674
