Spinning wheel on Windows PIN login

    I have a Mac M1. I am running Windows ARM in Parallels. About 20% of the time when I log into Windows with my PIN, I get a spinning wheel that never stops. The only solution is to do a hard stop on the VM, reboot, and then try my luck again. What I could do to diagnose or fix it? Windows event logs are rather noisy and no obvious culprit has jumped out at me.

    I'm running Ventura 13.3.1 (a) on a Mac M1.
    I'm running Parallels Desktop 18 for Mac, Pro Edition, Version 18.2.0 (53488).
    Inside it, I'm running Windows 11, Version 21H2, OS Build 22000.1880.

    In order to proceed with further investigation, kindly provide us with the below information:
    1. Reproduce the issue.
    2. Take screenshots of the errors.
    3. Collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and send the report's 9-digit ID in a reply.
